Committee shall be as set forth in Paragraph 3 below. The Transition <br />Committee shall be deemed to be a public body subject to the State of <br />Oregon Public Meetings Law. <br />2.2 Transfer of Assets and Disclosure of Liabilities. Upon the <br />effective date of the annexation, the District shall transfer all assets <br />and liabilities to the City. The District agrees to disclose to the <br />City all known existing and potential liabilities, not later than 30 <br />days prior to any scheduled election on the annexation. The District <br />will provide to the City an inventory of equipment and fixtures existing <br />at Emerald Park'at the time of annexation. A fiscal audit shall be <br />performed by a Certified Public Accountant and appropriate financial <br />statements prepared on dissolution of the District. <br />3. Transition Committee The Transition Committee, appointed under <br />Paragraph 2.1, shall have the following duties: <br />3.1 Advise the City of Eugene Parks and Recreation Director on <br />budgetary issues for the Emerald Park Facility; <br />3.2 Advise the Emerald Park Facility Supervisor and Eugene Parks <br />and Recreation Executive Director on the content and types of programs <br />offered at the Emerald Park Facility. The Committee shall determine <br />which programs requiring budget support are an integral part of the <br />Emerald Park Facility operations. Given the budgeted funds available, <br />the City shall continue to operate those designated programs. In <br />particular, the City shall retain weekend operations for the River Road <br />Rool,/Fitness Center /Spa /Sauna. <br />°* 3•.3- Advise the Eugene Parks and Recreation Executive Director on <br />fees to be charged patrons of the Emerald Park Facility.
