4. Encourage the development of private recreational facilities. <br />5. Develop mechanisms and processes by which residents of an area to be served by a <br />neighborhood park or play lot can participate in the design, development, and <br />maintenance of the facility. <br />6. All metropolitan area parks and recreation programs and districts shall cooperate to <br />the greatest possible extent in the acquisition of public and private funds to support <br />their operations. <br />7.
