Population Projections and Planning Period for the PROS Plan. <br />The only portions of the PROS Plan that specifically refer to a planning period or a <br />population projection are on the two pages identified by Petitioners: Rec. 47 and Rec. 135. At <br />Rec. 47, the PROS Plan lists several "key findings" gleaned from the preliminary phase (Phase <br />I -Community Needs Assessment) of the PROS Plan's development. There, the PROS Plan sets <br />out the following "key finding ": <br />Eugene's population has been growing at a rate of nearly two percent annually <br />and is expected to reach 210,900 by 2025. In the next ten years, the greatest <br />increase is expected to occur in the 55 -64 age range, while the youth population <br />will continue to grow slowly. The Hispanic population has more than doubled <br />in the last ten years and will continue to grow, adding to the City's diversity. <br />Additional parks, facilities, programs and services will be needed to meet the <br />needs of Eugene's growing population. <br />That page also includes two pie charts. One shows Eugene's 2000 population broken down into <br />sub -areas of the City. The other shows Eugene's expected population in 2025 broken down into <br />the same sub - areas. <br />At page 135 of the Record is a table included as part of the PROS Plan's Appendix B <br />"Existing Resources." The table lists seven different types of park facilities and illustrates the <br />ratio at which such parks are provided for in other communities and in Eugene in terms of acres <br />per 1,000 people. The table also sets out "Proposed Standards" for Eugene with respect to each <br />type of park and shows how many acres of each type of park land would be needed to meet the <br />proposed standard if serving a projected 2025 population of 210,900.' The PROS Plan does not <br />require the City to meet the "Proposed Standards." <br />While the PROS Plan includes some strategies as to how the City could serve the <br />expected population considering the expected demographics and population distribution in the <br />'As part of Phase I of its development of the PROS Plan, the City hired the Lane Council of Governments <br />(LCOG) to prepare some background material. (Rec. 45). LCOG produced a document that provides background <br />on population, demographic and economic changes between 1990 and 2000 and makes forecasts for the City of <br />Eugene to the planning year 2025. (Rec. 1443 -1476, population forecasts are at Rec. 1451). As the basis for its <br />population projections, the LCOG document uses data from the U.S. Census Bureau and from the Population <br />Research Center at Portland State University. (Rec. 1445).
