Section 4 . If any section, subsection, sentence, clause, phrase or portion of this <br />Ordinance is for any reason held invalid or unconstitutional by a court of <br />competent jurisdiction, such portion shall be deemed a separate, distinct and <br />independent provision and such holding shall not affect the validity of the <br />remaining portions hereof. <br />Section 5 . Notwithstanding the effective date of ordinances as provided in <br />Section 2.110 of the Springfield Municipal Code, this Ordinance shall become <br />effective upon the date that all of the following have occurred: (a) the ordinance <br />has been acknowledged, (b) at least 30 days have passed since the date the <br />ordinance was approved, and (c) both the Lane County Board of Commissioners <br />and the City of Eugene have adopted an ordinance containing provisions having <br />the same effect as those contained in Sections 1, 2 and 3 of this ordinance. <br />Section 6 .
