posted at conspicuous locations to enable quick hazard identification for emergency
response crews. The two 200 - gallon waste oil tanks adjacent to the "oil room" need
secondary containment having a 250 - gallon capacity and the ability to drain
accumulated rainwater. And finally, all flammable liquids (not including bulk oils
and greases) should be kept in flammable liquid storage cabinets. One cabinet can
store up to 60 gallons, and three cabinets can be kept in one room. Alternatively,
one room can have groups of three cabinets, as long as these groups are separated
by at least 100 ft.
POOLS -- FINDINGS
Amazon
This is the oldest of the three city pools and also stores and uses the most 150 -1b.
chlorine cylinders (13 were present during the inspection). In the chlorine storage
shed, there are four cylinders in use at any one time, and these four tanks feed into
two "chlorinators" that are designed to stop the flow of gas immediately in the event
of a downstream leak in the piping. The shed has cinder -block walls and a wooden
ceiling with several holes, and no mechanical ventilation; it is therefore hard to
predict where chlorine from a leak "upstream" of the chlorinator would migrate.
This shed has no chlorine detection system or treatment system, and is not
sprinklered. In addition, I noted significant corrosion on some metal parts in this
room, probably the result of hydrochloric acid (formed when chlorine gas
combines with water).
Echo Hollow
The Echo Hollow storage shed contains eight chlorine cylinders, one of which is
used for the indoor pool, and two of which are used for the outdoor pool. All
cylinders in use are hooked up to tank- mounted chlorinators that are supposed to
cut off flow in the event of a leak. This small room of cinder blocks and bricks has
void spaces that could permit leakage from a cylinder to enter the adjacent shop or
electrical room. Mechanical ventilation is hooked up, but must be switched on
manually. This shed has no chlorine detection system, treatment system, or
sprinklers.
S heldo n
The smallest of the three facilities, Sheldon's storage shed contains four 150 -1b.
cylinders, with one being in use at any one time. The cylinder in use is hooked up to
a chlorinator. This building appears to be sealed along the walls and ceiling, but the
MEMO - CITY FACILITIES
p. 3
