MEMORANDUM <br />TO: Mayor Ruth Bascom and the Eugene City Council <br />FROM: Jim Johnson, LRCS Executive Manager <br />Doug Post, Recreation Services Director <br />Chris Andersen, PW Executive Manager <br />John Etter, Landscape Architect, PW Parks Services ✓ <br />SUBJECT: General Fund Revenue Strategy for Open Space Acquisition <br />DATE: November 18, 1993 <br />INTRODUCTION <br />One of the questions asked by Council following your most recent discussion of a <br />General Fund Revenue Strategy, was for staff to provide more detail on how funds <br />would be spent under the general category of open space acquisition. Councilor <br />Nicholson specifically requested that staff describe components of the Parks Master <br />Plan that could be funded by this part of the revenue strategy. At the same time, <br />other councilors have asked about the possibility of more sports field development in <br />the City. <br />This memo and its attachments provide the Council with the additional information <br />requested. <br />EXPLANATION OF ATTACHMENTS <br />ATTACHMENT 1 - HIGH PRIORITY PARKS AND RECREATION CAPITAL <br />IMPROVEMENTS. <br />The best source of information for establishing priorities for spending funds for open <br />space acquisition and recreation development is the Eugene Parks and Recreation <br />Plan, adopted in 1989. Please keep in mind, however, that the plan is now almost <br />five years old. With several exceptions, all projects in the attachment are consistent <br />with the high priority proposed actions listed in the 1989 plan. Those not listed have <br />either been completed, not listed because opportunities have been lost, or are <br />recommended to not be pursued for one or more reasons. In addition, some medium <br />priority projects are included based on levels of development that have occurred since <br />1989, and the threat that opportunities to acquire certain park sites may be lost if no <br />action is taken soon. <br />
