The City Council adopted the Parka and Recreation <br />Master Plan by Eugene Resolution No. 3774 on May 9, 1983. The <br />purpose of the plan was to pro4ide *quid** and rRCOnendations . <br />(for] use in providing parks and recreational services <br />w and <br />ci <br />falities for the next 20 years. 6 <br />(PRMP P. ) - Changes <br />adopted to the pRMP by Eugene Resolution Nos. 3877, 3937, 4000, <br />and 4053 during 1984 - 1987. <br />2. A process to update the Parks and Recreation Master <br />Plan began in January, 1988 by action of the Eugene Joint Parks <br />Committee. The significant citizen involvement and governmental <br />coordination aspects of this update process include: <br />a. Expansion of the membership of the Joint Parks <br />Committee from eight to fourteen members to obtain or <br />more <br />representation from the community, neighborhoods, <br />private recreation providers and other affected governments; <br />b. Expansion of the Plan study area to include the <br />Glenwood, River Road and Santa Clera areas; <br />C. Significant community and neighborhood involvement <br />through a series of community forums in June and July, 198 <br />After notice to neighborhood groups and the public, over 100 <br />persons attended a series of meetings and commented on <br />needed park system changes and improvements and on the <br />tentative draft plan. From these meetings, 125 suggestions <br />and comments were submitted to the Joint Parks Committee; <br />d. After development of a final draft Plan update in <br />January, 1989 and provision of the draft to interested <br />persons, public hearings were held before the Joint Parks <br />Committee on March 14, 1989, and before the Eugene Planning work <br />coission on June 6, sessions produced further • changes a <br />d refinements a � ts o the <br />draft Plan by those bodies. <br />e. The draft Parks and Recreation Plan (PRP) was sent to <br />the Department of Land Conservation and Development on May <br />12, 1989 for comment and post - acknowledgement review.
