NATURAL RESOURCE MAINTENANCE SERVICE LEVEL GAPANALYSIS <br />Methods <br />We used Resource Management Plans (RMPs) for Meadowlark Prairie and Morse Ranch Park to <br />evaluate two core natural resource tasks performed by the Natural Resource Maintenance crew. We <br />selected mowing and trail maintenance tasks as they relate directly to customer service aspects of our <br />program. Since these tasks are elevated in the public eye, we assume that we are meeting the <br />community's needs with regards to these two tasks (big assumption). We estimated the amount of <br />FTE these tasks currently require to accomplish compared to the estimated relative FTE they should <br />require if we were doing all the work outlined in the RMPs. We then used the RMPs to calculate the <br />difference between the percentage of our crew time that we should be dedicating to these tasks <br />compared to the percentage of crew time we actually spend on them. We used this difference to <br />extrapolate the total gap in service we are providing to the community. <br />Data and Calculations: <br />Mowing <br />Actual percentage of FTE dedicated to mowing currently is 12.5% which currently represents 1.0 <br />FTE. <br />Estimated RMP recommended FTE dedicated to mowing should be 5.13 % of total FTE. <br />Trails <br />Actual percentage of FTE dedicated to trail maintenance is 1.4% which represents 0.1 FTE ( -240 <br />hrs/yr) <br />Estimated RMP recommended FTE dedicated to trail maintenance should be 0.67 % of total FTE <br />Totals <br />Thus, the estimated percentage of staff time that should be dedicated to mowing and trail <br />maintenance is 5.8 % These two activities currently represent 13.9% of NRM staff time. <br />Estimating the Gap <br />We have 8 employees working 2080 hrs/yr so total staff capacity is 16,640 hrs/yr. 13.9% of that total <br />indicates that NRM is currently spending 2,313 hrs /yr performing trail maintenance and mowing. <br />This should be 5.8% of our total program. Therefore, the total staff capacity should be 39,878 hours. <br />(2,313/5.8 %), which is equal to 19 FTE. The program currently has 8 FTE. Thus, the total service <br />level gap for all NRM work is 11 FTE <br />1 1.5% of FTE is required to mow upland forested habitat areas multiplied by 70% of total parkland. This total is added to 14% <br />of FTE required to mow prairie habitats (multiplied by 30 %) of total parkland Averaging these two numbers results in an <br />estimated recommended FTE for mowing of 5.13 %. <br />2 1.9% of FTE is required to maintain trails in upland forested habitat areas multiplied by 70% of total parkland. This total is <br />added to 0% of FTE required to maintain trails in prairie habitats (multiplied by 30 %) of total parkland.
