CHAPTER IV <br />grants and partnerships <br />to increase the <br />resources available for <br />parks and recreation <br />G -18. Provide a routine preventive maintenance program for all <br />parks, facilities, equipment, vehicles, and other assets. <br />G -19. Regularly assess long -term maintenance, repair, and <br />replacement needs for all parks, facilities, and equipment. <br />G -20. Develop athletic facilities within larger complexes rather than <br />as single fields to increase maintenance and programming <br />eff iciency. <br />G -21. Provide public information to educate the community about <br />parks maintenance issues and benefits, such as invasive <br />species, vandalism, play area safety, native plants, etc. <br />Partner with neighborhood associations. <br />H. Resource Development <br />Financial Resources <br />H -1. Exercise fiscal responsibility in all acquisitions and expenditures. <br />H -2. Develop a program to maximize donations, grants, and <br />partnerships to increase the resources available for parks and <br />recreation. Develop gift catalogs for key parks, recreation, <br />and open space facilities and programs. <br />H -3. Consider voter - approved initiatives, such as bonds and serial <br />levies, to finance improvements. <br />H -4. Maintain and enhance general fund support of parks, <br />recreation programs, and maintenance. <br />H -5. Periodically evaluate the City's park System Development <br />Charges (SDCs) to ensure that the rates are providing <br />adequate funding to enhance the park system capacity as <br />the City grows. <br />H-6. Strive to reduce dependency on short-term serial levies and to <br />increase the long -term stability of recreation program <br />financing. <br />H -7. Consider more revenue - generating programs to increase <br />recreation program funding and provide more subsidized <br />program services. <br />H -8. Create an "Opportunity Fund" to act on future opportunities to <br />save natural areas or acquire parkland as it becomes <br />available. <br />H -9. Assist the Eugene Parks Foundation. <br />H -10.
