Measure Increase the mean score given by citizens responding to the Community survey, when <br />asked to rate the quality of the city's storm drainage services, from 3.5 in 1999 to _ in 2005. <br />Work Activities <br />a) Plan and construct stormwater rehabilitation projects to solve flooding problems in unimproved <br />areas. <br />2) Ensure input of citizens is passed on to policy makers. <br />Measure The number of city council members who report that they receive citizen input about <br />stormwater. <br />Work Activities: <br />a) Develop a plan to capture and communicate messages from concerned citizens. <br />Increase in Partnerships Focused on Stormwater <br />In response to changing environmental regulations, government agencies have developed cooperative <br />programs, partnerships and grants to accomplish stormwater objectives such as: wellhead protection <br />and stormwater rehabilitation projects like 1135, 206, and OWEB. The Watershed Council has <br />increased its participation and authority, through grants, to elevate the management of watersheds. The <br />City of Eugene and Lane County have expanded their level of cooperation. <br />Strategv <br />1) Utilize partnerships with other agencies to address common goals. (This could possibly be a work <br />activity for the first strategy) <br />Measure Increase the number of stormwater projects (planning, constructing, and maintenance) <br />done in partnership ( projects in 2001) with other agencies by_ % in four years. <br />Work Activities: <br />a) <br />Internal Conditions <br />Urban Growth and Development <br />The city continues to expand its knowledge about the damage that can be done by development, and <br />how to alleviate degradation of our community's natural areas. For instance, discharges to headwater <br />streams can cause erosion to some valuable open waterways. The city is proposing solutions to open <br />waterway degradation both operationally and through planning activities. Nodal development gives the <br />city an opportunity to plan for enhancement to stormwater quality. Stormwater rehabilitation projects <br />throughout the city help us mitigate damage to existing open waterways. <br />Legal Issues <br />The relationship between natural resource protection and stormwater has created legal issues for the <br />city. The metropolitan partnership is in the process of creating a major natural resources study, from <br />which will emerge Goal Five land use protections for natural resources, which often include open <br />waterways. Because of this relationship, the city's recently adopted interim open waterways ordinance <br />was legally challenged and subsequently declared invalid. <br />
