Forestry Incentives Program <br />This program, administered by the NRCS, supports good forest management practices <br />on privately owned, non - industrial forest lands. The program provides cost -share <br />assistance to help defray the expenses of making long term investments in tree <br />planting, timber stand improvements, and related practices. Generally participants own <br />less than 1000 acres. The Federal government may pay up to 75 percent of approved <br />expenses, to a maximum of $10,000 per year per landowner, in exchange for landowner <br />agreement to maintain and protect funded practices for a minimum of 10 years. <br />Stewardship Incentives Program <br />This program, administered by the U.S. Forest Service, provides technical and financial <br />assistance to encourage non - industrial private forest landowners to keep their lands and <br />natural resources productive and healthy. Eligible landowners must have an approved <br />Forest Stewardship Plan and own 1,000 or fewer acres of qualifying land. <br />Authorizations may be obtained for exceptions of up to 5,000 acres. <br />Safe Drinking Water Act <br />This Act, administered by the Environmental Protection Agency, makes loans and <br />grants available to the states for the protection of drinking water. This bill created a <br />special state revolving loan fund that states can draw from to upgrade local water <br />systems. Loan assistance is available to states for the purpose of acquiring land or a <br />conservation easement from a willing seller or grantor to protect a water source from <br />contamination. <br />Water Resources Development Act (WRDA) <br />This Act authorizes projects for the conservation and development of water and related <br />resources. Land and /or easement acquisition required for waterway restoration projects <br />can constitute the local share of the match. <br />Timber Receipts — Title III (Public Law 106 -393) <br />This Act passed by the 106 Congress restores the stability and predictability to the <br />annual payments made to states and counties containing National Forest Service and <br />Bureau of Land Management lands. Authorized uses of these funds allows eligible <br />counties to acquire easements, on a willing seller basis, to provide for non - motorized <br />access to public lands for hunting, fishing, and other recreational purposes; and /or <br />conservation. <br />Open Space Acquisition Funding and Protection Strategies - Draft October 2001 10 <br />
