e Pill Willamalane J
Park & Recreation District l e
May 6, 2002
Metropolitan Policy Committee
Lane Council of Governments
99 East Broadway, Suite 400
Eugene, OR 97401-3111
To: Committee Members:
At the April 11, 2002, MPC meeting, by majority vote, the MPC members elected to adopt Option 2—
"informal intergovernmental/organizational coordination approach " —to the parks and open space
acquisition funding and protection strategies concept. At the aforementioned meeting, Stu Burge, on
behalf of the Willamalane Park and Recreation District Board of Directors, cast the only dissenting vote.
At the subsequent Willamalane Board of Directors meeting on May 1, 2002, this matter was discussed
in great detail, after which our Board concluded as follows:
A. That Willamalane supports only Option 1 —the "status quo approach" —and pledges its ongoing
cooperative and collaborative support when and as to the mutual benefit of the three subject park
agencies. This approach would be facilitated by mutual agreement, but without a formalized
intergovernmental agreement (IGA). Willamalane will continue to participate in the MPC parks
and open space vision process through the conclusion of Phase 2, which is anticipated to be
completed by mid -year 2003.
B. That Willamalane has absolutely no desire or interest in the subject Option 2 or Option 3 (a), (b),
or (c) —the "Special District" approach.
While we feel strongly committed to mutually beneficial cooperative efforts among the various park
agencies, Willamalane will continue to be adamantly opposed to any concept that may conceivably
dilute our autonomy or impact our own District's goals, objectives, or resources.
Thank you for your review and consideration regarding this matter.
Since y,
S u Burge, Chai an
Willamalane Board of Directors
c: Willamalane Board of Directors
Bob Keefer, Willamalane Superintendent
Mike Kelly, Springfield City Manager
Jim Carlson, Eugene City Manager
Bill Van Vactor, Lane County Administrator
Jeff Krueger, LCOG Staff Member ✓
Administration Center • 200 South Mill Street • Springfield, OR 97477 -7303
(541) 736 -4044 • FAX (541) 736 -4025
