Assumptions,
• Leadership said all Parks Maintenance is in
• Natural Resources work unit needs a new method to manage crews (3 currently)
• Weekend Supervisor would be a shared resource with Maintenance
• Mowing crews need to maintain a relationship with the department
• Support coordinated effort to manage Parks & Open Space and bring Urban
Forestry perspective in managing and planning aspect.
• Share crews and knowledge — improve coordination
• PDD may get Urban Forestry referral — plan review
• If open waterways maintenance, then Trevor Taylor may need to be in the new
division.
• If we include a portion of the pipe system, then Brian Elliott and Kathy Jensen
should be in.
• If person's primary service responsibility is not in, then they should stay where
they are at. .
• Street Sanitation, Maintenance (including bike paths), Wastewater Collections
remain in Maintenance — deal more with buried infrastructure and hard scape.
• Channel maintenance may need to be in. (Gradeall crew and one on Street
Sanitation that performs weekly channel inspection)
• Wetlands (including mitigation bank) — clearly fits in the new division
• Stormwater technical, policy, and program development (with respect to stream
corridors); in the new division to optimize coordination potential.
• Environmental technical review assistance (natural resources, ecology) function
may need to be duplicated in Engineering for assistance to project teams and team
central for multiple objective capital projects and development reviews.
• Basin planning implementation needs to be completed before changes take place
with respect to stormwater basin planning staff. Phased implementation may
"back burner" coordinated waterway acquisition and stream corridor restoration
prioritization.
• Landscape Architects stay in Engineering. They are a consulting service for
multiple City service areas. Need to be located in the Hotel to complete work.
• Erosion prevention in Parks & Open Space, IF the new division manages the open
waterway program for the City.
• Erosion expertise needs to be in current unit (PWE) as well as new division.
• Land use stays in Engineering as lead. If Public Works has a single permitting
process, then erosion prevention should stay in PWE.
• Acquisition (real property officers) stays in Engineering because of the expertise
and litigation requirements. Engineering implements; new division plans for.
• No additional funding for support services, so leave in Maintenance.
• Ideal to duplicate support services so new division can handle its own support.
• Division manager and support (Admin Aide) in new division.
• Urban Forestry and Parks Maintenance current support needs are very high.
3
