01/04/05 TUE 13:33 FAX 541 682 6806 CITY EUG INSPECT 0003
t•
MEKEGH Patrick G
From: DAVIS Jim A
Sent: Thursday, October 28, 2004 9:29 PM
To: MORRIS Larry L; MEKECH Patrick G
Cc: CHATWOOD Todd D
Subject: Outdoor Lighting at Sladden Park
Greetings:
Let's see, where do I begin? DANGER... DANGER... Dr. Smith... Dr. Smith, find Will and Penny and get back to the
ship!!!!
(No, that's not It)
On July 13, 2004, 1 retrieved a luminalre (in pieces) from one of the buildings at 1820 Roosevelt Blvd. I also stopped by to
see where it came from (a pole -top at Sladden Park), and taped off the ends of the wires which were still jutting out of the
top of the headless pole. And ever since that day, many hours of work have been exerted in an effort to rebuild a luminalre
and pole that we would all be proud of. On October 14th Calvin and 1 took all the necessary parts to the site, and we
succeeded in assembling them even with the "help" of several very eager- to -do- something children. However, I was not
able to finish my part of the job as time ran out and I was missing the ballast that goes in the base.
When I returned the next day -- ballast in hand —I was perplexed and then alarmed at what I saw. It appears that all twelve of
the light poles are NOT GROUNDED. Besides that, the neutrals are uninsulated. So I have NOT connected the "repaired"
luminalre, except to take current measurements. Because this represents a significant potential life- safety, I have left it
disconnected until we can go over the data that I have collected so that you can help me understand if I am really seeing
what I think I am seeing.
Part of the impetus to understand the wiring over there was provided by a KWHr consumption chart that Lynn Eichner
gave me last summer. The causes of the sudden jump in power consumption are still a mystery to me, but this
phenomenon creates an even greater sense of urgency in me about certifying Sladden Park's lighting system wiring.
Please search you calendars for a good time when we can go over the details. If you have any site plans that show how
that stuff was Installed that would be very helpful.
