Mitigation Bank Coordinator. Two of the four FTE (Water Resources Manager and Water Resources <br />Specialist) remains in P WE to provide technical assistance related to implementation of water quality <br />requirements for new development and related to green infrastructure capital projects, PEPI projects, <br />and land development review). In addition, the staff remaining would represent PWE on ESA issues, <br />TMDL's, NPDES permits, and participate in ongoing evaluation of the effectiveness of existing and new <br />stormwater BMPs. <br />2. Open Waterways group: This is a new group (comprised of five existing positions <br />from PWM, plus one new inspection position) with a focus on stream corridor protection, <br />maintenance, restoration, inspection, management and related stormwater program/policy <br />development. Additional functions include inspection and monitoring of water quality <br />BMPs and technical GIS support for the Water Resources section and the POS Division <br />in general. <br />NOTE: (Five FTE move from PWM - Maintenance Planning. Environmental Programs, Supervisor, <br />Natural Resources Coordinator, Maintenance Technician 3, and Senior Application Support <br />Technician). Due to moving the Environmental Programs supervisor, 3 technicians within the Flow <br />Monitoring program, Smoke Testing program, and SFI programs would need to be moved (most likely <br />into the PWM Maintenance Planning Technical Services work unit). One new inspection position is <br />proposed for this section, consistent with the City's direction of assuming more responsibility for <br />management, inspection and enforcement related to open waterways which has been forecasted in the <br />basin planning process and projected to be included in the FY -02 budget using stormwater user fees. <br />3. Stream Team volunteer program would move to Wetlands and Open Waterways section <br />from Park Maintenance. <br />PHASED IMPLEMENTATION <br />1 and 2 should be delayed until the stormwater basin planning project is completed. The stormwater <br />basin planning project is a high priority and needs to be completed. Recommend that the Wetlands <br />group not move to POS until this project is completed to assure availability of resources to this project <br />and continuity in supervision and work program oversight. <br />GAPS: <br />There will be a gap in PWE natural resources related expertise for project teams and land development <br />review team. This could initially be filled with concerted efforts at drawing from the POS expertise, but <br />ultimately may need to be duplicated within PWE given the City's vision of a green infrastructure and <br />the multiple objective capital improvement projects to be designed. <br />October 19, 2000 9 <br />
