The permitted use of a designated park or open space area by an event <br />organizer who admits only certain people to the event area based on their payment of an <br />admission fee, their possession of an invitation to the event, their membership in a certain <br />group or organization, or some other criterion that in any way disqualifies or prevents the <br />public from entering the event area. <br />
