These benefits will continue even after the physical <br />deficiencies in the system are resolved. <br />The Maintenance Division will continue to cooperate with the neighbors' efforts to provide <br />supplemental watering to park trees as needed until the problem is resolved. We can make <br />accessible the in- ground quick - couple valves used by the neighbors to water the trees during the <br />period that the system was turned off as a result of the Eugene Decisions process. Our street tree <br />watering truck will continue to water the new trees planted in 1995 this year and next in <br />accordance with our standard policy. <br />Your request to extend the irrigation system into the adjacent undeveloped park parcels is <br />certainly a reasonable one when/if funding becomes available. Unfortunately, all funds which <br />have been appropriated from the Capital Improvement budget for park projects are restricted to <br />preservation and maintenance of existing park amenities. Expanding the irrigation system falls <br />outside the scope of preservation and maintenance and, therefore, would have to compete with all <br />other city projects for very limited program enhancement funds in a future Capital Improvement <br />budget. <br />The renovation of the Washburn Park irrigation system is being funded by delaying other <br />scheduled park maintenance projects. This change was due to a concern that further loss of <br />unique, mature specimen trees in the park would occur if the irrigation was not provided. In <br />contrast to the conditions at Laurel Hill, the existing underground piping at Washburn Park has <br />deteriorated to the point that we cannot continue making repairs to keep it functional. <br />I hope this response addresses your questions and concerns.
