P. 02 <br />NEDCO <br />Neighborhood Economic <br />Development Corporation <br />MEMO OF UNDERSTANDING <br />Sept. 8, 1994 <br />To: Johnny Medlin & John Etter, City of Eugene <br />Dept. of Parks and Public Works <br />From: John Hubbird <br />Re: Dedication of parkland to City of Eugene <br />These are some points I think need to be included in the <br />agreement between NEDCO and the City of Eugene ( "City" hereafter) <br />regarding the dedication of the 1+ acre open space in the Field of <br />Dreams subdivision to the City of Eugene to become a city park. <br />(1) The purposes include providing a community -wide benefit and a <br />significant Bethel neighborhood asset, and to help provide decent <br />affordable housing owned by lower - income residents. <br />(2) Attached Exhibit A shows a site map with the future park area <br />designated as such in relation to surrounding streets and <br />residences, schematic design of park layout, and general <br />specifications such as sidewalk width, depth of concrete, type of <br />groundcover, number and location of trees, etc. <br />(3) That formal documents to record the full conveyance of <br />ownership will be executed and recorded with the County. <br />(4) The City will allow NEDCO up to $16,104 as a direct dollar - <br />for- dollar credit towards payment of systems development charges <br />(SDC) in exchange for documented expenses to provide any of the <br />park improvements shown in Exhibit A to be provided by NEDCO. <br />(5) If NEDCO has already paid SDC's in full, City will provide a <br />full reimbursement to NERCO for above -noted park - development <br />expenses up to the $16,104 amount. <br />I sincerely appreciate the cooperation the City with this <br />project and the spirit of creativity and momentum that is <br />developing. I think this project has all the earmarks of a very <br />positive public /private partnership to benefit the entire <br />community.
