Public Works
Parks and Open Space
MEMORANDUM
Date: 9.14.01
To: Sunna Murray
cc: Russ Royer; Lloyd Williams; Andrea Riner; Johnny Medlin
From: Robin Hostick, Parks Planner
Re: Irwin Connector Property Disposal
City of Eugene
1820 Roosevelt Boulevard
Eugene, Oregon 97402
(541) 682 -4800
(541) 682 -4882 FAX
Parks Planning is currently carrying out major improvements to Irwin Park, located north of Barger
Drive between East Irwin Way and West Irwin Way, During the public involvement process,
neighbors expressed an interest in establishing a pedestrian and bicycle connection to the "Thousand
Oaks" neighborhood west of Irwin Park, There is currently poor street connectivity. between this
neighborhood and the park. About ten years ago, at the time the Thousand Oaks neighborhood was
developed, the City purchased and held one residential lot on the west side of Trevon Street in
anticipation of making this connection.
In April of 2000, the City negotiated the purchase of a residential home and lot on West Irwin Way that
abuts the Trevon Street property. The home has been removed and the property cleaned up in
preparation for developing a 8 or 10 foot wide bike and pedestrian path between West Irwin Way and
Trevon Street. Parks will retain ownership of an approximately 20 foot wide strip of land for this
purpose. Our intent is to divide the remaining property, thereby create one or two residential lots that
can be sold to help fund the construction of the bike path. Two smaller parcels of land may also be
created that may be offered for sale to adjacent property owners. I've attached a sketch showing the
preferred option for dividing the property.
Before the property is divided and disposed, however, it occurred to us that PDD may be interested in
the land for housing or other purposes. If so, please call me (x4915), and I can set up a meeting to
discuss it further. We'll wait to hear from you before we proceed with partitioning the property.
END
