ADMINISTRATIVE ORDER NO. 21 -01 -08 of the City Manager City of Eugene, Oregon Reorganization of City Departments and Repeal of Administrative Order 21 -01 -05 and Other Conflicting Administrative Orders. The City Manager of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 1976, the City Manager is designated as the administrative head of the City, specifically authorized to appoint and remove all employees (except as otherwise provided in the Charter), organize, and, as deemed necessary, disband and reorganize various City departments, and to enforce all ordinances of the City. B. Pursuant to that authority, on October 30, 20011 issued Administrative Order No. 21 -01 -05 that: (1) Ratified the creation ofa Central Services reporting unit consisting oftheCity Manager's Office, Facility Management, Finance and Court Services Department, Human Resources and Risk Services Department, and Information Services, whichwasplaced under the supervision of the Assistant City Manager, effective January 1, 2001; and (2) Ratified and confirmed existing City Departments and Divisions, and previously issued Administrative Orders delegating specific duties and responsibilities to individual City Department Directors that were consistent with the current organization of City Departments, and rescinded those in conflict. C. Therewere some errorsinthe department listings in m9nictr ativeOrderNo.21-01- 05, and that Order should be repealed. NOW, THEREFORE, THAT: THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS 1.
